About SimEOC

SimEOC is a virtual Emergency Operations Center (EOC) simulation platform designed for functional exercise training, emergency management research, and academic instruction.

Our Mission

SimEOC exists to make high-quality Emergency Operations Center training accessible, repeatable, and measurable. We believe every EOC team deserves the opportunity to practice before a real emergency — regardless of budget, geography, or scheduling constraints.
Train Before the Emergency
Functional exercises are the highest fidelity type of non-live-deploy training. SimEOC makes them available online, on demand, without the logistics of a physical exercise.
Evidence-Based Improvement
Every exercise generates a complete record — inject responses, resource requests, communication flows — providing the data needed for after-action analysis and continuous improvement.
Accessible to All Communities
From county EOCs to university classrooms, SimEOC is designed to serve organizations of every size and resource level with flexible pricing and intuitive workflows.
Who Uses SimEOC

Built for the Emergency Management Community

SimEOC serves three primary audiences, each with distinct but overlapping needs.
Emergency Operations Centers
EOC agencies can use SimEOC to configure and conduct custom disaster response training exercises in a private, password-authenticated workspace. Exercises can be built from templates or designed from scratch to reflect jurisdiction-specific hazards, response plans, and operational protocols. All user activity is logged, and after-action reports are generated automatically at exercise close.

Researchers
SimEOC provides researchers with a controlled, repeatable environment for observational studies on EOC communication, decision-making, and coordination during simulated disaster events. The platform's complete exercise log — including all inject deliveries, participant responses, resource requests, and timestamps — supports both qualitative and quantitative analysis.

Educators & Students
Emergency management faculty can use SimEOC as a teaching tool to give students hands-on experience operating in an EOC environment. Students take on real roles — from Trainee to Controller — and experience the communication pressures and coordination challenges of a live exercise, all within a single class session.

How SimEOC Works

SimEOC replicates the structure of a FEMA Homeland Security Exercise and Evaluation Program (HSEEP) functional exercise in a web-based environment.
1

Build Your Exercise

Use the Exercise Builder to create a scenario, set objectives, configure your inject sequence, and define participant roles. Start from a template or build from scratch.

2

Assign Roles

Invite participants and assign them as Administrators, Exercise Developers, Controllers, Evaluators, or Trainees. Each role has a tailored view and set of capabilities.

3

Run the Exercise

The Controller launches the exercise. Injects are delivered on schedule. Trainees respond. The Controller monitors activity and can inject additional messages in real time.

4

Review & Improve

At exercise close, SimEOC generates a full after-action report. Review response timelines, evaluator notes, and performance metrics. Export for your improvement plan.

Frequently Asked Questions

Answers to common questions about SimEOC, functional exercises, and emergency management training.
A Functional Exercise is a type of emergency management exercise that simulates an emergency event in a realistic, time-pressured environment. Participants take on EOC roles and respond to a scripted sequence of injects — simulated messages, resource requests, and decisions — without deploying real resources. FEs are used to test plans, train staff, and identify capability gaps. They are defined and standardized under FEMA's Homeland Security Exercise and Evaluation Program (HSEEP).
